A customer in a classification where sanitary sewer billing is established based on water consumption who has a leak or similar unusual water consumption for water and can demonstrate that the water has not been returned to the sanitary sewer system may request the City Manager provide a credit or rebate of sanitary sewer fees to the customer as follows:

A. The City Manager will determine the amount of the credit or rebate based on the following considerations:

1. Historic consumption for prior periods as compared to consumption during the period when the leak or unusual consumption occurred;

2. Specific evidence of the leak or the cause of the unusual consumption;

3. The sanitary sewer fee credit or rebate will be calculated by subtracting the average water consumption during the prior period from the actual water consumption during the period of the leak or unusual consumption and then applying the volumetric portion of the applicable sanitary sewer rate to the difference in volume.

B. The credit or rebate may be offered from the time of the leak or other cause for unusual consumption; however, in no event will the total credit or rebate be for a period greater than four months.

For all active accounts, credit will be applied to future billing amounts. For accounts that are closing, changing ownership, or for some good reason cannot benefit from a credit, a direct refund shall be provided. (Ord. 11-2011, 2011.)
