For all customer classifications where sanitary sewer billing is established based on water consumption, a consumption credit may be offered for water that is consumed as an integral part of a product sold or produced from the customer’s location. Any customer seeking a consumption credit must establish that water is consumed in the product produced, is not returned to the sanitary sewer system and can be effectively measured. Credit may also be offered for water utilized for other processing uses, provided that any such water must have a method of measurement, and it must be proven that such water does not return to the sanitary sewer system. The City Manager, or his/her designated representative, may establish the method used to determine the quantity adjustments for water not returned to the sanitary sewer system. Once established, the credit method shall be provided continuously to the customer, provided however; should the customer fail to provide sufficient information, information in a timely manner, or change business practices in the use of water for processing purposes, the City Manager or his/her designated representative may determine to limit or eliminate any such consumption credit for a period, or entirely. Decisions made by the City Manager may be appealed to the City Council as provided in this code. (Ord. 11-2011, 2011.)
