Plumbing inspector or other duly authorized employee of the City, bearing proper credential and identification shall have the right to enter upon all properties and premises receiving sanitary sewer service, at reasonable hours, for the purpose of inspection, observation and regulation of such pertinent provisions of this chapter and in accordance therewith.
