The owners of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes which shall hereafter the effective date of the ordinance codified in this chapter be constructed, converted to use as above defined, or annexed to the City and which are located within one hundred fifty (150) feet of an existing sanitary sewer shall install suitable toilet facilities and connect such facilities with the proper sewer in accordance with the provisions of this chapter within ninety (90) days after date of official notice by the City to do so.
