A. No person shall without permission of the owner or generator of recyclable material, take recyclable materials set out to be collected by a person authorized by the City to provide collection service for that recyclable material, except in accordance with this chapter.

B. No person shall remove any recyclable material from a container, box, collection vehicle, depot or other receptacle provided for the accumulation or storage of recyclable material without permission of the owner of the receptacle or the recyclable material.
