After the city engineer shall have filed his report with the City Recorder as above provided, the City Recorder shall present said report to the Council for its consideration. The Council shall, by resolution, approve the report as submitted, amend the report and approve as amended or direct the city engineer to furnish it with a further report or information, or, on the basis of said report, may by resolution, record its intention to abandon the proposed improvement; said resolution shall specify the improvement contemplated together with a description of the boundaries of the district or area proposed to be assessed.
