Based on the findings in the Wood Village Urban Renewal Plan and Report, blighted areas exist within the City as defined by state statute, and such blighted areas negatively affect economic value, health, safety and welfare of the City. As such, there is a need for an Urban Renewal Agency to function within the City. (Ord. 6-2010, 2010.)
