The Parks and Recreation Commission shall hold meetings at the direction of the City Council and as determined by the Commission. The Commission shall annually elect one of its members as chairman. All meetings of the Commission shall be open to the public and a record of the proceedings shall be made and kept on file in the office of the City Recorder. (Ord. 3-1990 § 3, 1990.)
