When serving in the capacity as municipal judge of the city, the municipal judge pro tempore shall have and exercise all the inherent and statutory powers and duties granted to the municipal judge of the city in accordance with Chapter 5, Section 22, of the Charter of the city and as provided by applicable city ordinances and state law.
