The annual license fee for each park shall be the amount set by resolution of the City Council. No license shall be issued for a period of less than one year and the license year shall be considered from January 1st through December 31st. Should application be first made and license issued during the period of October 1st to December 31st a charge of one-fourth of the annual fee shall be made and should license be issued during the period of July 1st to September 30th, one-half the annual fee shall be charged, and if issued during the period of April 1st to June 30th three-fourths the annual fee shall be charged. All licenses shall expire on December 1st of each year, and application for renewal must be made and the license fee paid on or before the fifteenth day of January or otherwise a violation of this chapter will be considered to exist.
