A. For new construction, Service Charges will commence with the occupancy of the structure constructed.

B. For existing structures, Service Charges will commence on the effective date of the ordinance establishing this Chapter.

C. For changes in occupancy, renovations, modifications or new tenants, the effective date of occupancy, meaning the time at which materials are moved into the space, tenant improvements are underway, or the space is occupied for its intended purpose.

Should properties be occupied without notice to the City, retroactive billing for transportation and storm water utility fees will be made to the date of the building permit, or the installation of the water meter, whichever is earlier, for all new construction. Changes in tenancy will incur fees to the occupancy of the space, up to four billing periods.
