In the event any nonresidential user connected to the City’s sanitary sewer system does not obtain the entire amount of water used upon the premises from the City, then and in that event, said user shall be required to install a meter at their expense and make the same available to the City for reading to determine the amount of water actually used upon the premises in the event a portion of the monthly service charge is based upon a volume usage. In the event that water, of whatever origin, is used for the manufacture of commodities for sale, and said water does not reach the sewage system of the City at the point of manufacture, then and in that event, the flow into the sewer from the said point of manufacture shall be metered at the expense of the user, and the rate shall be based upon the applicable schedule as set forth herein.
