Each applicant for a sewer connection as above defined shall agree with the City at such time as the application is granted and connection fee, if any, is paid and before actual construction of said connection is commenced, that the applicant will in all ways abide by the rules and regulations of the City relative to the construction and use of said sewer system lines and services and that title to all sewer lines not located upon applicant’s property or upon other private property shall vest in the City after the construction and acceptance by the City thereof.
