Comprehensive Plan amendments which are legislative in nature can be initiated by the Planning Commission or City Council. The City Administrator and others may request the Planning Commission to consider an initiation. Requests for Comprehensive Plan amendments which are quasi- judicial in nature may be initiated by an applicant, the Planning Commission or the City Council initiations by the Planning Commission or City Council are made without prejudice towards the outcome.
