Classification of retired citizen as herein defined shall not entitle said party to any exemption whatsoever from any and all other pertinent regulations, rules and ordinances of the City or otherwise with respect to water and/or sewer use, maintenance, assessment or construction of such facilities, and shall not extend to any charges levied by the City for water and/or sewer volume use in excess of the monthly single-family residential minimum.
