Upon receipt of such application, if applicant shall qualify for Retired citizen classification as defined herein, one-quarter (twenty-five (25) percent) of the monthly minimum charge for water, sewer and the transportation and drainage utility service provided by the City shall be forgiven of said applicant, commencing with the billing period following such qualification and continuing so long as applicant remains so qualified.
