No person shall display, advertise or offer for sale any article or thing, or station or place any stand, cart or vehicle for the transportation, sale or display of any article or thing, unless the person obtains a concessionaire permit issued by the City. An application, in such form as prescribed, may be submitted to the City for a concessionaire permit. Such application shall be considered by the City as directed by the Council, and the applicant will be notified as to the acceptance or rejection of the application.
