It is made the duty of each owner of land adjoining any street in the city to maintain in good condition and repair sidewalks on the street and curbs adjoining his land, and in the case of sidewalks, to remove obstructions therefrom which might impede the progress or endanger the safety of pedestrians. It is also made the duty of each owner of land adjoining any street in the city to maintain in good condition and weed-free landscaped areas adjacent to streets and sidewalks.
