A. All motor vehicles or bicycles operated through or on public streets and ways in the city shall conform to the requirements of applicable state law and shall be equipped with brakes adequate to control their movement and to stop and to hold such vehicles.

B. Brakes of a mechanical or hydraulic nature operated by compressed air, steam or otherwise, must be effectively muffled to avoid loud, disturbing or unnecessary noises in the operation thereof. This section shall apply to the use of “exhaust” brakes or “jake” brakes. The discharge in the open air of the exhaust of a motor vehicle or the “exhaust” brakes or braking system of a motor vehicle except through a muffler or other device which will effectively prevent loud or explosive noises and/or emission of annoying smoke, shall be considered a violation of this title.
